What is Capital Only World?
Every country starts with only its capital. Other cities are Unclaimed Land, which cannot be picked and uses the St George's Cross flag. Formables match the modern map. Vatican is weakest and Unclaimed Land is strongest.

Choose the scenario when loading a map. As of the October 2025 maps note, three map types are private-server exclusive and public servers use the default maps.

Check whether this scenario has formables before you plan a transformation run. On Europe variants, read the starting-army line: modern Europe gives 30,000 infantry, while several historical Europe maps give troops only to a few countries or to none.
