What is NATO?
NATO is a transformation. Control every city it requires, including cities you only occupy during a war, then form it from the formable panel. Each formable can be formed once per server. Since 22 December 2025 the player who formed one can transform back; it is not documented whether that frees the formable for someone else.

How do you use NATO?
The former list is long, so this is a late project. Each Europe-map war justification costs 50 political power, and the formable can be claimed only once on that server.
