What is Soviet Union?
Soviet Union is a transformation. Control every city it requires, including cities you only occupy during a war, then form it from the formable panel. Each formable can be formed once per server. Since 22 December 2025 the player who formed one can transform back; it is not documented whether that frees the formable for someone else.
