What is Union of Eurasia?
Union of Eurasia is a transformation. Control every city it requires, including cities you only occupy during a war, then form it from the formable panel. Each formable can be formed once per server. Since 22 December 2025 the player who formed one can transform back; it is not documented whether that frees the formable for someone else.

Play on the World map and control every required city. How do you use Union of Eurasia?
The former list is long, so this is a late project. Each Europe-map war justification costs 50 political power, and the formable can be claimed only once on that server.
